The rules of engagement.

By installing or using Flocklight, you agree to these terms. They are written to be read — short, declarative, and built around a single principle: surface the infrastructure, do not interfere with it.

ARTICLE 01

What Flocklight is

Flocklight is a civic transparency tool that maps publicly visible automated license-plate-reader (ALPR) cameras and grades the cities that deploy them. It is informational. It is not a navigation, evasion, counter-surveillance, or law-enforcement product.

ARTICLE 02

Acceptable use

You agree to use Flocklight only for lawful purposes. You will not:

  • — Use the app to evade lawful pursuit, warrants, or court orders.
  • — Tamper with, obstruct, deface, or destroy any camera or its housing.
  • — Submit knowingly false node reports or harass camera operators.
  • — Scrape, resell, or redistribute the dataset outside the ODbL terms.
  • — Reverse-engineer, decompile, or recompile the app for republication.
ARTICLE 03

Subscriptions and billing

Flocklight Pro is sold through Apple's App Store on a monthly or annual auto-renewing basis. Billing, refunds, and cancellation are governed by Apple's Media Services terms. We never see your payment instrument.

You may cancel any time from iOS Settings → Apple ID → Subscriptions. Cancellation stops future renewals; the current term remains active.

ARTICLE 04

Community contributions

Reports you submit (coordinates, photos, notes) are licensed to Flocklight under a perpetual, non-exclusive license to host, moderate, and republish under the project's open dataset license. You retain authorship. Do not submit content you do not have the right to share.

ARTICLE 05

Trademarks and fair use

"Flock," "Flock Safety," and related marks are property of Flock Group, Inc. Flocklight is an independent civic-transparency project and is not affiliated with, endorsed by, or sponsored by Flock Safety. References to those marks are nominative fair use solely to identify the infrastructure being mapped.

ARTICLE 06

No warranty

The app and dataset are provided "as is." Camera locations may be incomplete, outdated, or inaccurate. Transparency Scores reflect published methodology applied to public records and are opinion, not fact. Do not rely on Flocklight as the sole basis for any legal, safety-critical, or operational decision.

ARTICLE 07

Limitation of liability

To the maximum extent permitted by law, Flocklight and its operators are not liable for indirect, incidental, special, or consequential damages arising from your use of the app. Aggregate liability is capped at the amount you paid us in the prior twelve months, or fifty US dollars, whichever is greater.

ARTICLE 08

Termination

We may suspend accounts that violate these terms or that submit repeated false reports. You may terminate at any time by deleting the app and your account.

ARTICLE 09

Governing law

These terms are governed by the laws of the State of Arizona, without regard to conflict-of-laws principles. Disputes will be resolved in the state or federal courts located in Maricopa County.
